Immigration sanctuary

Immigration agents essentially leave illegal immigrants alone if they're hiding out in churches. What do you think of that policy?

Maybe the illegal immigrants are French hunchbacks who have read the work of Victor Hugo. "Sanctuary! Sanctuary!"
Or better yet, perhaps they know that immigration agents are really immortal vampires who cannot step foot on holy ground.
My guess is, both theories are valid. They are French hunchbacks hiding from the bloodthirsty undead!
